Can local dealer chase history of my used car for me?

I bought a used 2003 9-5 from Alameda County Auction Sales Dept in March. It was leased by another party and it had cell phone equipment in the car before, I believed that either the previous dealer or the lessee remove the cell phone component. When they did that, they didn't put the rain sensor components back in the car.
That's not too much money, I already bought the rain sensor w/latch and the cover online. When I try to put them back in my car, I find out that I'm still missing the bracket on the windshield and some clamps. I can't find the parts number on the EPC software. After I plug the rain sensor back in my car, everything works now. The worst case, I can use mounting tape to hold the sensor on the windshield.
Q: Any one know what else I'm missing to put everything back? Or the parts number for the bracket and the clamps?
Q: Is it possible to have a local dealer to chase my car history? Why the rain sensor components are missing in my car? It was AS-IS condition and after warrenty, I don't expect to get anything back. But I want to find out why.
