The top-up kayaks I see on the highways are sitting on hull-shaped foam supports. Also, they're generally shorter and lighter than your 16'10" OT. IMHO 16'10" is too long a lever to carry on top w/out securing the front, rear and sides with tie downs.
I have seen canoes being transported without the front tie down, using only straps holding the canoe to the crossbars. This just seems raggedy to me, because the crossbars on a car are only a few feet apart, hardly a safe base in a crosswind. I've seen a canoe "secured" in this way begin to act very much like a propeller trying to fly on the Maine Turnpike, and I think the physics of the situation more than outweigh the time needed for properly securing the load.
My 9-5 sedan has a sturdy eye tow hook in the trunk that screws into a spot in the car's frame up front. I use that for the front tie down. No, it doesn't offer much ground clearance, but it isn't going to pop loose, either.
My test for a properly secured canoe is that if you grab the canoe and shake it, the whole vehicle should move. Maybe someone else has a better method for transporting your canoe, but that's my .02. Hope it's helpful. Enjoy your OT.
