First: Saab recommends that you replace the serpentine belt and pulleys at the the 60K mile service interval.
Second: If the belt and pulleys were replaced you may have a defective pulley, or the belt wasn't seated properly during the replacement process.
In conclusion: Either your service provider failed to replace the belt and pulleys, or you got a defective pulley or a mistak was made during the replacement process. Have your car towed back to the service provider to rectify the problem.
DO NOT DRIVE THE CAR! The serpentine belt drives the power steering, A/C compressor, the alternator, and the water pump. Without the water pump you run the risk of overheating and damaging the engine.
