Cabin Filter Questions (long).

I replaced the cabin filter this morning for the second time. The first time I simply slid the new filter in the same way as I found the old one. This time I took out the old foam bit with the two holes for the coolent pipes and replaced it with the new section of foam that comes with the filter. The new filter has the direction of air flow marked on it but no indication of which is the top side. Upon close inspection it seemed that if you put the foam edge of the filter on the bottom it forms a better seal since the separate foam bit seals the top. For future reference, am I correct on this? The other puzzle is what is one expected to do with the length of peal off sticky tape that comes with the filter? The only thing I could think of it might be used to help hold up the separate foam bit until the filter is in place but that seems to be a lot more trouble than it is worth.
