Well, I'm not Herb, and my car has a measly 133k miles on it, but I'll pitch in my two cents.
My feeling is that, at least for the mechanical components, it comes down to use. Higher mileage cars tend to have done more of their miles on the highway, which is of course easier on components than city driving. Further, these cars have spent a larger percentage of their operating time at temperature, where the components are designed to operate. Again, less stress. While this is true for all cars, it seems to be particularly applicable to the 9-5, with its history of PCV issues, as oil sludging is far less likely to occur in cars where the oil has been up to operating temperature most of the time.
Keeping up with basic maintenance is obviously a necessity. I do all my own maintenance, which gives me the opportunity to watch for signs of problems before they become major. Failing that, find a good mechanic and deal with him exclusively so that he gets to know the car. All that said, some components will fail no matter what you do, and mileage will cause wear. But on balance I would be far more comfortable buying a car that had done 20k miles a year than one that had done 7k.
