It is not just the wheels. I have a 99 9-5 base 2.3L, and my speedometer also reads consistently 3ish MPH faster than actual. I've paced the car over several miles of flat level road against a GPS, and found that if the speedo reads 80, my acual is 77, and a 70 reading registers 67 on the GPS.
I've learned to compensate! :)
