It a vacuum pump for the brake boost system.
It's probably not the pump itself but a switch or relay somewhere that allow the pump to stay on.
Try to locate the relay in engine compartment for the pump and pull the relay out and plug it back in to see if it stops.
If you are not familiar working on cars, you might leave it to a Saab shop instead to look in to.
