Sounds more like wires or lamp holders got reversed... Sounds as if an electrical connector got reversed during reassemlby after service, or both lamp holders were removed from the light assembly and then re-inserted into the wrong openings.
The lamp sensing relay (orange relay) can cause strange things to happen with the exterior lighting when it fails, but your problem may have a more obvious cause.
