02 aero runs crappy in 50` and - temp. sluggish...

Any suggestions? When the temp gets cold out lets say around below 48`I lack boost and its runs crappy... Like the automatic tranny wont kickdown. I live at 6,200` ft above sea level. Could it be that I have the weakest spring in the bypass valve? I'ts a forge brand. I am thinking that the air is so cold I have more boost and I should put in a higher rated spring in the bypass valve. It came with three, the one I have in is good up to 16 psi. Any ideas? I use 0w 40 f.y.i fully synt.
