I had the glove box out when I was changing the cabin air filter. On the passenger side of the dash center stack that houses the ACC controls I discovered the rod had become disengaged from its actuator arm. IIRC it was a chrome rod that was nearly vertical and it just pops into the actuator arm. I only noticed it when I touched it by accident and it rattled. I too had never had good flow out of the vents but after reconnecting the rod VOILA!
