check the connectors for the rear defrost, make sure it's not loose or intermittent and the defrost lines are intact. It's possible that the heater grid has a tiny break or the connectors a bit loose so arcing may occur when you turn the defroster on.
If the washer pump is working properly, there should be plenty of pressure to the jets. The jets should be strong enough to shoot past over the car if aimed that way (yes been there :-).
First do you see any leak when you use the washers with the headlights off (i.e. headlight washers disabled). Check for leaks along area where the washer line runs, especially near the check valves (usually sit below the nozzles). There are also check valves by the washer reservoir as well, check around the bottom of the car near that area.
There really isn't much can go wrong with the washer circuit, there is the pump, the check valves, and the nozzles. If the pump is running and putting out fluid, then maybe the check valve(s) is (are) leaking. Get a pin small enough to go into the jet nozzle and wiggle around, you maybe get a tapered push pin and ream the nozzle a bit. Deposits can form inside the jet as well as clogged by car wax sometimes.
When you used the washers, was the temperature below freezing ? Was the washer fluid freezing up in the reservoir and line due to extreme low temperature ? Was the washer jets covered with snow or iced up ? Did someone use plain water in the washer reservoir instead of proper washer fluid ?
