Either they are selling a H7 bulb that is filled with a xenon/krypton gas combo or they are selling a regular H7 halogen bulb that is color coated to look like a true Xenon high intensity discharge bulb. Neither is true Xenon.

It all borders on, if not downright is, fraud.

Just to make things more complex, there are xenon kits you can put on the car with a ballast and igniter that you mate with a xenon H7 bulb. Those are obviously much more expensive, and you can't just take one of those and stick them in to a car without the xenon kit.
