First of all no 2.3 turbo is smooth in that rev range. That's why all manufacturers haven't gone to the powerful, light, fuel efficient big turbo fours. The NVH (noise vibration and harshness) are somewhat out of place in a luxury/executive class car and Saab recognized this by making the V6 9-5s. The 2.3 9-5's will always be somewhat "coarse" off idle. You get used to it and the compensation is the economy and the power, a tough mix.
IMHO it's mainly a function of heightened sensitivity. Once you start to focus on it, it grows overwhelming and then one day or the next day you don't notice it or you get used to it. I felt the same thing when I got my 2000 Aero SportWagon.
Having said all that I'm with your mechanic, it ain't broken until it slaps. My Saturn experience with the 2.0 SL line told me that replacing the torque axis mount, the high one next to the valve cover, made all the difference in the world on a Saturn, but not just up to 1,500 revs, but everywhere.
So if you do replace it, report back and tell me if it's significantly smoother. IMHO it may help a little, but it's more a characteristic of the car than a problem.
