But that's not the way I read it. The TSB is saying that rust can occur, and build up, when the rust flakes away then the wheel can be loose. Antiseize (on the periphery of the HUB only, where the wheel contacts the center circle) prevents the rust at that location and makes it easy to change wheels next time. Excessive antiseize (such that it leaks onto the brake rotor behind where the lug bolts fasten the wheel) is to be avoided - but that area should still be scrupulously cleaned when changing wheels to prevent runout. I'm not up what the exact difference was in the new bolts vs the old bolts, other than they have washers attached now.
Rereading that recall, it's really not about wheels being STUCK is it - although certainly the referenced rust buildup could make them stick, and a little antiseize would prevent it...
