A clay bar is a product which typically comes with a bottle of lubricant that you spray onto the paint before pressing down on the clay bar and drawing it across the paint. After you have washed the car, using the clay bar (and its lubricant) will take off any bonded contaminants on the paint and prepare the paint for polishing and waxing. If you were to feel the paint surface before and after it is treated with a clay bar, the treated portion would feel much smoother, and therefore it will give a far better appearance after the polish/waxing process. Going over the car with the clay bar does not take all that long (15-25 minutes depending upon the car) and it makes a big difference in getting the best possible appearance of your car's paint job. You can buy clay bars at almost any automotive store.
