The button on the mirror control is momentary, not latching. The movement of the mirror is controlled by the Power Mirror Memory module. You put the car in reverse, press the button, and the mirror moves, and is supposed to stay there until you shift out of reverse.
I had a similar problem on my 2002 Arc. The "cure" was to exercise the mirror with the control a bit. In, out, up, down. I don't know maybe it was a bad spot in the position sensor, but it works like a charm now.
