I put pads and rotors in three groups:
1) Cheap
2) Mid-level Upgrade
3) Super Premium
I would avoid Cheap parts. Local Dealers who will install after-market parts for D-I-Y'ers who get in over their heads, have told me they are very picky when installing after-market brake components. Too much liability with cheap parts.
I buy what I consider to be Mid-level Upgrades, Zimmermann rotors and Mintex Pads. I replaced all four rotors and pads last weekend for under $400 of parts, but the X-drilled Zimmermanns that I bought (for appearance reasons only) cost more than regular Zimmermanns.
There are some Super Premiums on the market where a single pair of rotors cost as much as I paid for all my parts! I don't feel a street car, even a performance oriented one, needs this level of specialized braking, and some of this extra cost may be completely unjustified (i.e. no better than cheap parts).
