If I read between the lines correctly, it works fine as long as the car is moving, but does not when you are in traffic.
That is a symptom of low refrigerant. Have you had the system checked? If it is a 99 and the system has never been serviced you're overdue. I often hear that the AC systems are sealed and should not leak, but over time mine have always needed a bit of work, from adding a bit of refrigerant to replacing the compressor. In any case, it doesn't sound too serious at this point. Better to get it checked now before the hot weather gets here (Dallas)
