A/C question - doesn't get COLD, let gets HOT in winter

First gut guess is that the heater core is heating up, not being cut off from coolant so the heater control valve is stuck open -
Symptoms:
When it was 60-78 out I would drive with the window down and A/C off - after 10 mins my right leg was BURNING from the contact - the center console completely heated up - the A/C off, set to 68 or colder (so the display showed cooling not heating before I turned it off)
Now in the summer, the air coming out is cool but never cold - seems like it is fighting itself -
Question:
Is the heater core heated up all of the time and a flap used to redirect air, or is air sent over both all of the time, and the fluid to the core stopped to keep it from heating up??
Before I tear my dash out with a hammer or start replacing bypass valves that are fine, I'd like to know...
