Dealer says my Turbocharger is shot.

I took my car in for a few items but the main one was the heater bypass valve leaking. I also noted every once-in-a-while, I notice blue smoke when I start the car in the morning or after it's sat for a while. The Dealer called me at work today to say the turbocharger bearing is sloppy so the turbo needs replacing (V-6 engine).
Here's my concern - durability of the replacement turbos. Are they (SAAB Parts) rebuilt or new? Any ideas why it failed so early? I drive my SAAB very easy and have never given it full-throttle since I've owned it. I also use 100% synthetic motor oil and idle the engine for 30-60 seconds before turning it off. When I change oil, I fill up the oil-filter with oil before installing it to help reduce a dry start. The turbo was replaced approximately 22,000 miles ago. This one will be covered under my CPO warranty (again) which does expire soon. What can I do to preserve the turbocharger? Does anyone recommend a pre/post oiler to pressurize the lubrication system before starting the engine and to also circulate oil after shutdown to cool the turbo? I was looking on the internet at pre-oilers and one ready to install is around $500+. I suppose I could build one too? Advice - again. Thanks
