Limp-mode wierdness

My car's LHM was engaged ... i.e. moving the throttle body arm, moved the plastic piece on the throttle body. However, I'm a bit confused about the limp-mode. The cruise control and ECS/TCS wasn't disabled. Both of them worked while LHM was engaged (i thought LHM disables both of them). Also, how should the throttle body work when not in limp-mode? When the car is off, and I pull on the cable, should the throttle butterfly be stationary, as it is electrically driven?
