It appears that the ACC and everything it controls is working as it should. However, it also appears that the cabin ventilation fan is not. After checking obvious things like fuses, it will be necessary to get to the fan and to determine whether voltage is getting to the fan motor.
If 12VDC is measured at the fan motor with the speed at the highest setting and the fan is not turning then the problem is the fan. This is not unusual when the mileage gets over 100K miles, and particularly when mileage hits 200K miles.
Another possibility is that the fan controller has failed. In either case it'll be necessary to use a DMM and the wiring diagram to undertake a diagnosis. Both the fan controller and the fan motor each cost a few hundred dollars; so, I would not replace either without a diagnosis to back that approach up.
