Yes, but not necessarily recommended..... Yes, you can drive the car without the module in place. But the ABS system is open and you expose yourself to possible contamination of the ABS valve body which is a very expensive part to replace. Saab only sells the Controller/Valve Body/Pump as a single unit for ~$2,100 which is why the Dealer prices are so high.
Sealing the unit when the controller is removed is necessary to prevent dirt contamination. But plastic bags, which are the most common form of sealing the unit, can melt if the underhood temp gets too hot. Or blow off at highway speeds if not secured sufficiently tight.
I chose to postpone my repair until a holiday period when I could park the car and not drive it again until the repaired unit arrived and I installed it. Others continue to drive their cars because they go extremely short distances each day. Others rent the least expensive car they can find for the few days their 9-5 is incapacitated (you are saving over $2,000 by doing this rebuild), and there is always the option of begging rides from friends and co-workers for a couple days.
