This same error code causes:
1) Check Engine Light
2) Loss of Cruise Control
3) Low engine torque on manual transmission cars
You didn't say what transmission you have, but it sounds like all of your symptoms are related to the same cause.
The diagnostics for this code identify it could be a bad wire, could be a bad speed sensor, could be a bad ABS unit.
A bad wire can be spliced, but the Dealer will probably want to install a new speed sensor (assuming wire is attached to speed sensor) which isn't a bad idea. I believe speed sensors cost around $50 for the part, but I could be wrong.
A new ABS unit is $2,200 for the part alone, plus a few hours of labor to install! If the ABS was bad you would probably be getting a P1925 code also (failed communication between ABS and ECU) and the Dealer found only the one code.
I hope it is a bad speed sensor or broken wire. A failed ABS can total a car of this vintage. The ABS controllers can be rebuilt for only $200 (I had mine rebuilt earlier this summer) but this only works when the problem is internal to the controller, and your problem may not be.
