Any change to the aerodynamics will affect where that "best trade-off" occurs. Bicycles are poor aerodynamically, and especially at the speeds you're traveling (drag increases as the square of the velocity). All the eddies in the airflow will sap your efficiency. The little wind deflector is mostly effective when traveling with low loads, or just the bars. It helps, but I think it's primary function is to make the noise less, rather than help aerodynamically.
The other post was correct in that you'll need to adjust your cruise speed if you want to maintain a better fuel efficiency.
