The previous owner may have replaced a defective (leaking) heater by-pass valve, and accidentally swapped the two hoses on the passenger side of the valve. This simple mistake will result in no heat, but the previous owner may have never noticed in Florida.
If the heater by-pass valve is present and looks good, swap the two hoses, top for bottom, on the passenger side of the valve. Then test the heat again to see if it now works.
