As far as the oil in the spark plug holes it's either from a failed DIC or a leaking valve cover gasket. See if you can clean it up and if it comes back it's the valve cover gasket. Probably worth fixing... Is it not starting when the engine is hot? If you let it cool does it start up? This would indicate crankshaft position sensor failure (VERY common). If it's not starting at all ever, I would suspect the fuel pump. Lift the back seat bottoms forward and open the paint-can like circle under the flap in the middle of the hump. Have someone turn the car to ON but not START and see if you hear the fuel pump pressurize the rails. If not, there you go. There are plenty of DIY helpers out there for the 9-5, whether people who have posted pictures and procedures, or WIS. WIS (Workshop Information System) is what the dealers use. It's amazing. Definitely worth every penny if you find one on eBay. Make sure it's WIS though. There are lots of knock-offs that really suck. Good luck!
