I had to have the bulbs replaced in our 2003 9-5 after only 3 years because they became dim. I never had them replaced on the 2004 Aero, but they were not as bright as they were when the car was new.
I think they should be replaced every 3 years or so to make sure you have the best performance.
The other interesting thing is that if you aren't used to xenon lights, the "cut-off" from the bi-xenon shutter, coupled with the wide arc of the beam, can make it appear to throw out less light than a halogen bulb. It's an illusion - they still produce far more usable light than a halogen bulb. Every time I am out on a country road at night, I appreciate the xenons.
