Since I don't know what you mean with "close", a close up picture of the 1-2 and 3-4 marks compared to the backing plate would be helpful.
At least 1/2 a tooth within the marks should be enough to start with.
If you have the special tools with the sprocket alignment template it would be even easier to see the mark lineup.
Have you even rotated the engine by hand a couple of full revolutions?
You won't be close enough until doing that anyway since the belt stretches and moves to its proper position over the sprockets while rotating.
You know that moving the lower idler tweaks all 4 cams to crank and moving the middle idler only tweaks 1-2 cam to 3-4 cam.
So you always start with aligning the 3-4 cam to crank using the lower idler and when that is perfect, you adjust the 1-2 to 3-4 cams using the middle one and rotating the engine 2 full revolutions between each adjustment.
When I'm done with the adjustments, I hook up the air mass meter and start the engine without the cover on and check where the tensioner ends up while running. After that I move the tensioner if needed to proper tension.
