CEL, p0420, then difficulty starting...

Hi All,
I have only the p0420 popping up on my V6 9-5 wagon (01, 105K miles). It has only come up 2 times (about 2 months apart). Outside temp is a chilly -8F.
I realize this is the Catalytic converter message (maybe 02 sensors, maybe bad cat) and a couple of questions.
1. Car has an exhaust that is mostly rusting out. Probably leaking somewhere underneath. Plan on replacing spring 09 with a Simmons exhaust kit. Can I drive it till then? Can this be a cause of the CEL?
2. Smokes on startup: Light blue, goes away after about a min of idling. I understand this is likely (slowly) my turbo going out. I'll run like this until turbo goes. Is this causing the rear 02 sensor to get dirty?
I'm trying not to dump a bunch of $$ just prior to Xmas. If I can put off the 'expensive repairs' a month or 2....
Additionally, after Autozone cleared CEL, it came back 2 days later.
So today when I go to start the car, it is real hestitant to start. Turns and turns and turns, but never catches.
To finally get the car started I had to STOMP on the gas... if I turn the car off and then start again, no issues.
Tank is full, Shell V-power (92).
Is this more symptomatic of a bad O2 sensor? Or battery?
Other ideas?
