The best option is a program change for the ECU. This can be done by replacing the ECU with one containing a program tweaked for more power, or by buying a PPC (personal program carrier) containing a performance program and exchanging the programs between ECU and PPC via the OBD-II port beneath the dash.
Lower resistance air filters, free flowing air inlets, and larger diameter exhaust systems all help some (and are required for some ECU program changes!) but by themselves may not be noticeable.
The performance board is frequented by owners achieving 400HP or more from their engines thru major modifications. Under $1K will buy you up to 300HP which effective bolts on.
Try http://www.genuinesaab.com for a quick tour of performance additions, although they are not the only source.
