Here's what I do to remove the haze on the lens surface on my 2002 9-5:

You'll need some 3m 2000 grit wet/dry sandpaper and Meguire's Plastx plastic polish.

First, wet the plastic surface wash off any dirt that's on it. Then take a piece of 2000 grit wet/dry sandpaper, get it wet and sand the lens in a back and forth direction straight across the lens surface until you see a white slurry coming off the lens. It's very important to keep the sandpaper wet during this process. When it feels like its smoothed down enough, rinse the lens off good.

Next, take another new piece of 2000 grit wet/dry paper and get it and the lens wet again. Now sand the lens surface back and forth direction going straight up and down the lens surface (90 degrees opposite to the direction previously sanded). Sand until you get the white slurry coming off the lens surface and again keep the lens and paper wet the whole time.
Once it feels smooth, rinse it off with clean water and dry it off.

The surface will look dull and hazy due to the sanding, but here's where the plastic polish comes in.

Now is where the "elbow" grease really comes in.

Take a clean rag and put some of the Plastix polish on the rag. Start rubbing the polish into the lens surface in a circular motion, over the entire lens. Work it into the surface really good, and keep adding more polish as you go along. This will smooth out the sanding marks and polish the lens surface smooth.

After each pass buff the lens off with a clean cloth to remove the excess polish, until you start to see the surface get smoother and clearer with no sanding marks.

It will take a couple of good passes to accomplish this, but the end result is it gets rid of the cloudy surface.
