At 10 deg. F it's going to take more than 3-4 miles for the car to warm up, especially doing 45 MPH. The engine is not revving high but you're going fast enough to have lot of bitter cold air flow around the engine. As a point of reference a while back in my '01 V6 (which always ran really hot) I went for a long ride in the back roads (about the same temp as you're saying) and drove it HARD with lots of high revving. I got home and popped the hood right away and the intake manifold was freezing cold to the touch. Usually you can't touch anything under the hood as it got so hot in there. This morning my '04 Aero took a while to warm up and as I was going fast at low revvs I noticed the temp needle dip down a bit from dead center. Moral of the story, I wouldn't worry about it until it starts doing this on warmer days, if you start getting cool air for heat, or if your temp gauge suddenly goes dead and you get a CEL (which could also be a temp sensor).
