OBD=on-board diagnostics, version 2 became standard on virtually all cars sold in the USA in 1996. Your cars should work fine.
Sometimes saab's can be finicky and (I can't view ebay at work) some of these scanner things will say "might have trouble connecting to all cars" but theoretically you should be able to.
I use a ScanGuage2 in my OBD connector. It gives up to the second MPG and other nice info, as well as being able to clear check engine light (to see if the issue was fleeting or if it comes back later!)
In the 9-5 the connector port is below the steering wheel, by your right knee when driving, behind a little plastic door that opens downward.
