on my MY99 9-5 wagon, there was water getting into the left inner light lens, soaking the brake light fixture. After some exploration, it turns out that the upper seal between the lens and the tailgate will dry out, allowing water to flow into the lens from above during rainy periods.
I solved it with a bit of clear silicone along the top and side edges, after taking the lens out (four screws with 10 mm nuts, access from the light change panel in the tailgate).
last month, I noticed condensation in the right rear lens, and it was the same issue. Amazing that the brake light fixture still worked when full of water!! The fix was similar, except that the cylinder lock makes it really hard to undo the 10 mm nut on the inboard top side. Applied the clear silicone lightly around the edge, and it was good as new this morning.
By the way, the other symptom was the shower you would get from the corner of the tailgate when you lifted it up, after a rain.
No sign of the third stoplight issue in this wagon, yet.
And my newer wagon hasn't had any problems with the rear taillights either.
