TB tensioner, round II

2003 Arc, v6 motor.
About a month ago, about 500 miles ago, I had the dealer do the 60k major service. This included the TB and its tensioner. Last week I started to hear a squeak when the engine is cold. I brought the car back and they say that the new tensioner was bad!
They put another one on, at no cost to me. Seems odd.
