Replacing the timing chain only is called "rolling in" a new chain. The WIS has instructions on how to do this. The Pros are low cost and limited downtime for the car. The cons are that only the chain, and the valve cover mounted guide can be done this way. If the other guides are found to be excessively worn after the old chain is out, you pretty much have to pull the engine and replace the chain and guides the "old fashioned" way.
I had my local Saab Indy do this job for me last year. My cost was just under $400 to have a new chain rolled in.
I don't know where you could rent the tools as they have specific Saab part numbers.
