I have very similar issue. My battery voltage when on is 12v and 14.2 V during driving. I suppose my battery and altenator are OK. I also observed that when I turn the key to 'on' position and wait for 5 to 10 seconds, then turned it to 'start', it might help sometimes, sometimes not.
Anyone get any clues?
