This is an interesting scenario where you have a working remote, but I don't have the perfect answer.
Maybe, just maybe it might work by pressing the lock or unlock buttons on the remote while the ignition is on.
It is cases where when the KEY NOT ACCEPTED message appear, it is possible to override the system by pushing the lock or unlock button with ignition on.
This is however when the key is already coded to the car but the car has lost track of it for one or another reason.
I don't know if it would work with a non coded key.
If it would work, make sure you get a chip to the key or a All-In-One key and have it programmed as soon as possible.
If this doesn't work, you need a new or used TWICE module with coded chip and a shop with a Saab Tech 2 to marry your key to the car.
