I really don't have specifics about how the EVAP system ties into the boost control system, but I do know that there are valves in the EVAP system that fail and drastically reduce boost (and throw codes for leaks). Take a look at the picture below. The red arrow is pointing to the BOOST CONTROL VALVE. There are three silicone vacuum hoses coming off the boost control valve pointing toward the front of the car. Remove the TOP hose, and find a screw or bolt that you can stick into the hose to plug it up. This prevents the EVAP system from messing with the boost control. See if your boost comes back, I wouldn't be surprised if it does. If it makes a difference you can find the EVAP valve(s) and replace them/it, or just keep the bolt shoved in the hose as most people with this problem do. Keep us posted!
