Onstar uses GPS for positioning, not the phone. This is from the Saab brochure. As someone else stated, the position info from the GPS receiver gets sent over the phone to the onstar people, so they can see where you are to give directions or send help. You are not being monitored at all times, only when you activate the system or deploy the airbag. The way they locate a stolen car with on-star is to call the onboard cell phone, which answers with its position, and onstar then notifies the police. As long as they don't take it to an underground chop shop, you should be safe.
