You're way past time to swap them for new ones. Trust me, when you put the new ones in, it will literally be like night and day... Just because they light up, doesn't mean they're performing at their best.
I replaced the 6-year-old ones in my 2002 9-5 last year, and it was well worth the investment. The old ones had a thick white coating on the inside of the arc capsule. This prevents a lot of light from getting out. New ones were perfectly clear, and the difference on the road was tremendous.
Had my car lasted (it was felled a month ago by a blue van...), I was planning a two-year replacement interval for them. I like to see at night...
