I'd agree with what the poster said below - for me the 1999 does not really have a lot of power, particularily compared with 2009 autos or my wifes 2004 9-5 Arc .
I think the any infancy electrical issues would long be in the rear view mirror by now - engine CPUs were replaced on these cars owing to a mfg defect - mine had to be done twice. I'd be more concerned with how the car was maintained and how it was used - from the board it would seem most high mileage 9-5s without many issues were primarily highway driven.
Remember the 1999s had a non functional PCV system at idle and the originaL pcv design left a lot to be desired.
At 130k my 9-5 has it's original turbo and the vacumm pump is good as well.
I'd look for a later model though with more horsies under the hood.
