First, your remote probably needs a new battery. Which remote do you have? The all-in-one with the key (often called the "remote key") or the black fob that's separate from the key (often called the "banana remote" or something I shouldn't repeat here...).
The Remote Key is harder to change the battery in. Search this BB for tips on replacing it.
The banana is easier, just needing a small screwdriver to open the remote.
Now, the ONLY way to program a new key (you DO have more than one key, right?) or new remote is by having a dealer or Saab Specialist who has a Tech 2 device program it to the car. When you have this done, you MUST have all the keys with you. Any key not with you will no longer operate the car.
9-5 keys have a transponder chip in them. That must be programmed to the car to allow the car to start and run.
The remote doesn't need to be programmed to the car, but it does make things more convenient, as you know.
The 4 types are:
Transponder Key 1: separate banana fob for remote. The key head has a seam parallel with the metal key part.
Transponder key 2: also separate fob for remote. Key head has a seam going around the head, below the slot for the key ring, and perpendicular to the metal key part.
Remote Key 1: Transponder function and remote lock/unlock integrated into a single key.
These first three styles of key, and both styles of remote are interchangeable in the car. Obviously, even if you program a key to the car, if it can't turn the ignition cylinder, the car can't start, so the metal part must be cut for your car.
Remote key 2: As above, but wider metal part. 2004 (or so) and later cars.
To get more keys for your car, the usual way is to order the key blanks for the Remote Key 1 (no remote guts) cut for your car (by VIN), then hunt down some remote keys on eBay that have the remote guts. Then transfer the remote guts from the ebay key to your freshly cut blank, and have them all programmed to the car.
IMO, everyone with one of these cars should have at LEAST one more key/remote set than they have people who drive the car regularly. But the best is to have 4, the max you can. Especially if one os prone to losing keys, as getting the car to work again after it's been locked and immobilized, and the keys lost is a very expensive proposition, requiring replacement of the TWICE unit.
(a little search on this BB would have found all this...)
