high gas consumption

Guys have had this 9-5 for over a year and still don't know what to do:
gas consumption is just too high. Ran out of gas at 288 miles on a full tank. Get consistent 19 mpg or 20 or 21. Vacuum lines are good, spark plugs changed (ngk 6), air filter new, tires checked weekly, alignment good. Starting to consider changing cars, this is somewhat of a guzzler and I can't fix it. Hooked it up to a Tech 2, checked parameters every thing seemed fine, somewhat lazy Mass Air readings but would that affect it? Might as well be an SUV for how much gas it consumes...
Just filled up at 250 miles driven since fill up - 12 gallons went in. Is this normal? My driving is mixed morning heavy traffic - evening highway.
automatic, 100K, 4 cylinder
