If you have no history for either car, and all else is mostly equal, buy the 2004. Alternatively, negotiate the 2003 down to an outstanding deal and/or convince the original owner to demonstrate the car is sludge free (ie get them to pay for the work).
We looked at many cars, and I did not find even a single car with PCV#6 installed. Cars pre-2004 should have the update to greatly reduce the risk of sludging. Cars 2004+ have a different PCV system from the factory that seems to work. Search for Anders' PCV system pressure testing data on this board.
It is important to realize that many previous owners bought the car because it was pretty, probably leased it, have no knowledge of this board + what they should do to maintain the car, and are reaching a point where the maintenance costs are increasing. There are still good ones, just you need to choose carefully (especially pre 2004).
