And it's the latter than matters. According to generally accepted practice, the narrower tire will "sink down" through the layer of snow to reach bits of pavement, while the wider tire will "float" on top. Well maybe, but when I used winter tires I had 225-50-16 Nokians and they were fantastic. I used 16s b/c I snagged a set of 16" BBSs at a Saab Owners' Convention and to allow a little greater margin for seasonal potholes and buried hazards. I put on 225s for better dry-road handling.
