Yeah I got the wiring fixed. Turns out the the bulb relay sends a low-voltage pulse through the halogen bulb filaments after shutting them off as part of the filament monitoring system. That pulse voltage was enough to keep the Xenons igniting but flickering like mad. I put a piece of tape over the prong on the headlight relay that sends that pulse voltage and the flickering went away.
