Low power on tip-in

I'm trying to diagnose a lack of power with my '99 9-4 I4. My wife has been driving it while I've been working overseas and started complaining that it was stalling, and does not develop much top-end power and she thinks the fuel economy is down. She'd taken it to the dealer who told her there were no codes thrown so as far as they were concerned, it was running fine.
I returned home about a week ago and am about to return to Europe where I'll be for the next 7 weeks. She said that it she'd experienced a backfire and that it seems to be performing better. I drove it and can confirm that it is not developing the power it should. It generally runs fine until I step on it. Then it stumbles a bit until I back off the gas.
I suspected spark plugs and have redressed and gapped them. That didn't help. I've also installed my back-up DIC without result. The turbo seems to be spooling up, so I don't think that's the problem. I also suspected the Cat might be plugged, but if it were it should be throwing codes. It idles smoothly, and the engine revs up fine when not under load.
The exhaust system was completely replaced 18 months ago (25-30K miles). The fuel pump & filter was also replaced around that time.
I've asked her to have the fuel filter changed, and will have her get a new air cleaner installed.
Do these symptoms sound familiar to anyone and if so, what fixed it? Is there something else I should be checking?
