If the headlight switch is in the OFF position to flash the brights, or in the ON position to keep the brights on when the stalk switch is pulled and the brights do not come on, the Orange lamp control box is bad - probably due to bad solder joints like on the 9000's.
One way to test this is turn the front fog lamps on, put the headlight switch to the ON position and pull the stalk switch to turn the brights on. If the fog lamps go out and stay off until you pull on the stalk switch again, the orange lamp control box is bad.
This recently happened to my '02 9-5. The brights would not come on and I had no indicator or SID message that the front lights failed. Did the test above, and ruled out the headlight or stalk switches being bad. Pulled the orange lamp control box and swapped a good spare one in.
After this the brights worked again.
